This update improves the Texas compliance experience released in 8.8.0 by making Country and State fields optional and fully configurable on webinar registration forms, while clearly informing users of their legal responsibility when choosing not to collect potentially required information. It also includes two fixes related to registration behavior on mobile.

Improves SMS/Call warning language to clarify that messages are sent only within the allowed time interval, not blocked entirely. (3589 WJEW)
